Could be, though originally Cupid was not a baby in form, i think he was made into that for the cuteness value of it. There are beliefs that when a person dies, they transform into an extension of their god, this could be an Angel or any other form of divine servant/messenger.

Angels are not dead babies. Babies that die do go to heaven, but they are not turned into angels. Angels were specificially created by God in the beginning of time to serve and worship Him, they are heavenly beings and never have or will be human. The Bible says when we die in the blink of an eye we will be at heavens gates and (if we are believers) we will enter into heaven with a new body that is completely healthy and renewed. Angels are the servants of God, their love for Him drives them to praise and follow His every command. One of the things God wants them to do is to protect His most precious creations, us. He does not assign specific "guardian angels" to us, but the Bible says He sends His angels to encamp around us and guard us through the night and things of that nature.
